Homeschool Law Significantly Improved

On June 16, 2011, Governor Bill Haslam signed into law House Bill 1631, which makes significant improvements to Tennessee’s homeschool law beginning July 1, 2011. This legislation amends the statutory provisions of Section 49-6-3050 of Tennessee Code Annotated, first enacted in 1985 as state law governing home instruction. Following are the noteworthy changes made to the law by the Tennessee General Assembly in HB 1631:

Whereas the old law defined a “home school” as a school conducted by parents or guardians for their own children, the new law expands the definition to a school “conducted or directed” by parents or guardians. This indicates the legislative intent that parents or guardians do not have to personally provide the instruction but may oversee instruction provided to their children by someone else.
Parents who elect to homeschool in association with a church-related school are no longer required to register their children in grades 9–12 with the local education agency. Further, these children are no longer required to take state tests at these grade levels.
An additional option for homeschooling is created by the new law for parents who enroll their children in a church-related school and “participate as a teacher in that church-related school.” These parent-teachers are subject to the requirements established by the church-related school for homeschool teachers. No other requirements for homeschooling apply.
Parents who elect to homeschool without any association with a church-related school must now provide notice to the local director of schools of their intent to do so “prior to each school year.” Prior law established a deadline for giving the notice as August 1, but parents were permitted to give the notice as late as September 1 upon payment of a penalty of $20 per week. Further, under the old law, the local superintendent had the authority to waive the September 1 deadline. The new law makes no mention of any extension or waiver of the deadline.
Parents homeschooling through the local education agency (not through a church-related school) are required to have a high school diploma or GED to teach all grade levels, not just K–8. The old law required parents teaching grades 9–12 to have a bachelor’s degree or obtain an exemption of this requirement from the commissioner of education.
Parents homeschooling through the local education agency are no longer required to notify the superintendent of whether a college preparatory or general course of education will be taught for students in grades 9–12. Further, parents are no longer required to submit to the superintendent a description of the courses to be taught in each year to meet this former requirement. (Parents homeschooling through the local education agency are still required to describe the proposed curriculum to be offered in the annual notice of intent to homeschool.)
Regardless of which homeschooling option is chosen by parents, they may employ a tutor with the qualifications required of parents for particular grade levels to teach in their place. Prior law limited use of such tutors to parents homeschooling through the local education agency.

Homeschoolers in Tennessee are indebted to Senator Mike Bell (Dist. 9), the chief architect of this legislation and a homeschooling father from Riceville (McMinn County). He worked closely with the Tennessee Home Education Association in drafting the language of the Senate version of HB 1631 and shepherded this bill through the entire legislative process.

KNOXVILLE (WATE) - Rep. Zach Wamp has been Tennessee's 3rd District congressman for 15 years.

He says he could have played it safe and stayed in Congress. Instead, he says, it's important that he becomes Tennessee's next governor.

His opponents in the Republican primary for governor, Knoxville Mayor Bill Haslam and Lt. Gov. Ron Ramsey, say Wamp is part of the problem.

Wamp turns that criticism upside down, describing his time in Washington as one of his strengths. He says Tennessee will need a governor who understands the ins and outs of Washington politics and funding, now more than ever.

As his opponents have done, he points to his conservative values.

"Conservative means a strong constitutional government, and frankly, a strong social policy that adheres to biblical values," he said. "That's what Tennesseans know has stood the test of time."

Test of time, perhaps, but when asked if his biblical values stand up to constitutional muster, he didn't back down.

"I guarantee you our founding fathers were not shy about their faith at all," he said. "And through the test of the bad challenges in this country, people hit their knees and pray to God and turn to him. I don't mind telling you, if we don't do that again, we're going down the tubes."

As 6 News did with Wamp's opponents, we asked him questions submitted by our viewers.

One was about President Obama's healthcare reform plan.

"The Obama administration has dramatically increased the Tenncare rolls, but there's no money to pay for it," he answered. "So this is part of the federal healthcare solution that we have to fight because we don't have the money."

Another viewer asked about funding for universal pre-kindergarten education.

"As governor I'll focus on early childhood development in a big way," he said. "As soon as we have resources to do more we'll see what works the best and expand the programs that work better when we can, because if children aren't reading by the third grade, its too late."

On illegal immigration, Wamp said, "We should become an Arizona-like state, our own Arizona-type law that allows us to enforce illegal immigration if the federal government's not going to do it, and have e-verification to check Social Security numbers to make sure the person working there's number matches the person who's working there."

Dennis Announces Bid For Re-Election

Savannah, TN - State Representative Vance Dennis today announced his candidacy for re-election to the Tennessee House of Representatives to represent Hardin, McNairy, and part of Decatur Counties (House District 71).

First elected in 2008, Dennis serves as a member of the House’s Judiciary Committee, Health and Human Resources Committee, and Public Health Subcommittee. In addition, Dennis was named the chairman of the House Civil Practice Subcommittee in only his second year of service. It is rare for a freshman legislator to be named to a leadership position such as this.

“I am grateful for the support from District 71 that has allowed me to serve in our State House,” Rep. Dennis said in announcing his re-election plans. “On a daily basis, I have the opportunity to work on issues that are important to my district, and I’m proud of my record. I will continue to work to recruit jobs, keep taxes low, improve educational opportunities, and to enhance the quality of life we have here.”

“Vance Dennis has emerged as a real leader in the House of Representatives,” Rep. Glen Casada, House Republican Caucus Chairman, said. “Vance is a hard worker and a man of integrity. He does a great job representing his constituents in Nashville.”

Dennis and his family live in the Olivet community of Hardin County. His wife, Ashley, is an officer of the Hardin County Bank. Dennis practices law in Savannah and works his farm in McNairy County. Dennis is a graduate of the University of Tennessee where he earned a B.S. in agriculture and a law degree. He is a member and former president of the Savannah Lions Club, board member and former chairman of Hardin County Skills, Inc., and a member of the Chamber of Commerce.

The state primary elections will be August 5, and the general election is November 2, 2010.

Vance just completed his first legislative session in the Tennessee House. He has done a great job and we are so proud of him. Vance spoke about the conservative victories in the Legislature this year. He also explained why he was one of the 8 Representatives voting against the Governor's budget earlier this month -- it included borrowing money and using government funds.

NASHVILLE, TN - The State Executive Committee of the Tennessee Republican Party elected a new party chairman Saturday, selecting Chris Devaney, U.S. Sen. Bob Corkers state director and a former executive director for the Tennessee Republican Party.

Devaney becomes chairman immediately, replacing outgoing Chairman Robin Smith, who served as the party chairman for 22 months and led the party to a historic victory in the November 2008 elections.

The election of 2010 is the most important for our state in generations, Devaney said, and we will be focused on building our majority in the General Assembly and electing a Republican governor.

In the worst political climate for Republicans in decades - in a year that would see Republicans lose the White House, lose both houses of Congress, lose 100 state legislative seats across the country, and lose the majority in three state legislatures to the Democrats - Chairman Smith lead the Tennessee Republican Party to winning a majority in both houses of the state legislature for the first time since the
elections of 1868.

In remarks to the committee before the vote, Smith stressed that there is work left to be done keeping the Republican majority in the legislature, and electing a Republican governor in 2010 - and that the party must never stray from its principles.

“I love working with the grass roots,” said Smith, pledging to remain a Republican activist even after she leaves the chairmanship.

The Republican victories of 2008 ushered in a new era in Tennessee governance. Not only do Republicans have a majority in the state House and state Senate, for the first time the party also holds the state’s three constitutional officer seats and have a majority on all 95 county election commissions and the State Election Commission.

After being killed again and again by Democrat-controlled House subcommittees in previous legislative sessions, pro-life SJR 127 will make it to the House floor this evening for a vote. The Senate passed SJR 127 in March -- 5 Democrats joined all 19 Republicans for a 24-8 vote in favor of the resolution.

SJR 127 "adds new provision to Article I to provide that nothing in the Constitution of Tennessee secures or protects right to abortion or requires the funding of an abortion; states that the people retain the right through their elected state representatives and state senators to enact, amend, or repeal statutes regarding abortion..."

STATE REP SWEEPS THROUGH MCNAIRY COUNTY

State Representative Vance Dennis was, quite literally, sweeping through McNairy County during March. County officials and Arts in McNairy board members presented a handmade broom to the district 71 representative at a gathering in Selmer. The broom will be displayed at his Nashville office.

Why a broom? Mr. Dennis has expressed a desire to do something more than just decorate his new office in the usual fashion. "Lots of people from across the state and country come to my office at the Capitol throughout the year," he said, "and I intend to use this aspect of my position to promote the benefits of our community to the greatest extent possible."

The HCHS Girls Bowling Team captured the 2009 TSSAA Division 1 State Championship. Representative Dennis said the high schoolers deserved the honor, not only for winning the championship this year, but for making it to the state tournament every year since the team’s inception in 2002.

“This high school team and their coaches have done an outstanding job, and I’m honored to be able to represent young people like these,” said Rep. Dennis. “They have worked hard, and they deserve this recognition.”

GOVERNOR PRESENTS BUDGET

The Governor presented his initial budget proposal on March 23, 2009, to a Joint Convention of the House and Senate. Because of the unprecedented economic situation facing Tennessee, the Governor is proposing a multi-year approach, and laying out possibilities for the next four years. He explained that much of the American Recovery and Reinvestment Act (ARRA) money, which totals approximately $5 billion over two years for Tennessee, comes with many strings attached.

Stimulus funds will foot much of the TennCare bill
More than a billion dollars of the ARRA funds will be used to temporarily foot the bill for TennCare—the state’s Medicaid program— in order to free up the state dollars to fund programs elsewhere. While other states will be required to use this money to plug holes in their Medicaid programs, TennCare is in a stable position. Additionally, TennCare had approximately $500 million in their reserve account at the beginning of the year.

Higher Education may dodge a bullet
Although large reductions were expected in higher education, the ARRA dedicates $500 million specifically to higher education, meaning that the anticipated cuts are no longer necessary. Reductions that had already taken place will now be restored to the tune of $100 million this year.
The budget proposal stipulates that higher education will be fully funded for the next 21 months from stimulus funds. However, the possible $180 million shortfall when the stimulus funds are no longer provided has caused concern for many legislators.

Unemployment Insurance
One of the Administration’s priorities is focused on keeping the state’s Unemployment Trust Fund solvent. Although the Governor considered turning down the unemployment portion of the federal stimulus package, citing as a concern the obligation to continue higher spending when the federal money runs out in two years, he has decided to accept the $141 million injection to the Unemployment Trust Fund.

Accepting the money will mean that Tennessee has to adopt three federal mandates at a projected outflow of $30 million annually. A part-time worker definition, alternative wage base calculations and dependents allowance must be adopted by the General Assembly in order to qualify for the stimulus funds. If these measures are adopted, there will likely be a need to end these mandated benefits once the federal monies are exhausted to sustain the fund in the future.

LEGISLATION PENDING

In addition to the State budget, a wide variety of legislation is moving through the house. Lawmakers have been debating several pieces of gun legislation in recent weeks, including House Bill 716, which will allow licensed carry permit holders to possess their firearms within the boundaries of any state park, and within the boundaries of local parks if approved by the local legislative body.

In the same vein, House Bill 1778 would prohibit lawfully possessed firearms from being confiscated during periods of martial rule, and House Bill 233 would allow permit holders to carry in restaurants that serve alcohol.

House Joint Resolution 149, a constitutional amendment which guarantees Tennesseans the right to hunt and fish, is also working its way through the General Assembly and, if it passes in the legislature with a 2/3 majority vote, it will appear on the ballot in 2010 in a voter referendum.

The legislature is also considering legislation that would create a “wine at retail food store license,” which would allow the sale of wine at grocery stores. The license would be issued by the Alcoholic Beverage Commission and only in a county or municipality that has authorized the sale of alcoholic beverages. Businesses who obtain the license would still be subject to rules and regulations governing current liquor and beer laws, and would also be subject to the “Responsible Vendors Act,” which requires mandatory carding.

There is also a great deal of debate about the method that Tennessee uses to select its appellate and Supreme Court judges. Tennessee currently uses a merit-based selection process whereby the Tennessee Judicial Selection Commission, a panel composed of 17 members, interviews applicants and offers the Governor a slate of three candidates to fill a vacancy on the court. The Governor then picks one of the three candidates, or rejects the entire slate. If the Governor rejects all three candidates on the first slate, he can request another. If this occurs, the Governor must then make a selection from the second slate of candidates. After being appointed, judges are subject to “yes/no” retention votes every eight years. Many legislators have expressed support for a change in this system that would require these judges to be selected by statewide election.

Enough already of the hand-wringing and night sweats about the demise of the conservative movement!

Conservatives aren't challenged because of the basic principles that define us, but by the failure of the principles being translated into policy and practice.

Gandhi once said, "If Christians would really live according to the teachings of Christ, as found in the Bible, all of India would be Christian today."

I would be so brazen to say that if conservatives would really live according to the principles of classic conservatism, all of America would be conservative today. The crisis is not one over the precepts, but the practice. It's not that we've failed in our doctrine, but our "doing."

Conservatives believe that the best government is the most local government possible and that the 10th Amendment means something and should be followed. Yet, the supposedly conservative Republican Party has been a drum major for the expanded role of the federal government.

Our founders feared a highly centralized and endowed federal government, instead preferring a system of strong and virtually independent states so that no one person, party, or power broker would exercise a great deal of control.

The inherent danger of allowing too much power in the hands of the few was the heart of the major dispute between Thomas Jefferson and Alexander Hamilton. Jefferson won, believing that the dispersing of power among the states would by design keep the federal government from becoming too consuming and powerful in its approach to governing. The genius of the 10th Amendment, as is true of all of the Bill of Rights, was that it deliberately limited what the government could do - not what the individual could do.

The 10th Amendment defines the limits of the federal government in 28 words: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

Over the past few years, Republicans have been either acquiescing in or encouraging the acquisition of more power and control by the federal government - in policy shifts in education, health care, and even how a driver's license looks.

During my 10 years as a governor, a constant battle raged with my own federal government over such programs as "Real I. D.," which was a federally conceived idea to force states to spend hundreds of millions of dollars to re-format the look of a state-issued drivers license so it would become the equivalent of a federal ID card.

Of course, no member of Congress wanted to come out and advocate an actual federal ID card, so forcing the states to make the driver's license the substitute seemed brilliant to Washington.
What they didn't really think about or seem to care the least about, despite the numerous attempts by governors, Democrat and Republican to explain, was that a state driver's license is just what it claims to be - a license to drive a motor vehicle. It is not proof of citizenship, good behavior or church attendance, and the people who work the counter at the state Department of Motor Vehicles are not trained law enforcement officers, immigration officials, CIA agents or detectives. They are typically entry-level state employees who do their best, but are hardly the choice front line of defense to catch a potential terrorist by discovering their true identity.
Ditto that for reforming the Medicaid program.

Former Virginia Gov. Mark Warner - now Sen. Warner - and I spent many frustrating days on Capitol Hill trying to convince House and Senate members that the Medicaid program was out of control, financially unsustainable, and needed flexibility at the state level. Thanks primarily to Congressmen Joe L. Barton of Texas and Nathan Deal of Georgia, we finally were able to convince Congress that some of the decisions for the program could be made better if made closer to the people being served.

Perhaps no other example is more glaring than having painfully watched so-called Washington conservatives abandon the most fundamental principle of conservatism - fiscal restraint. A Republican administration pushed for and got the authority to spend $700 billion that we had to borrow from our grandchildren's future so we could do what government has no business doing - picking out winners and losers in the private sector marketplace.

It was especially disgusting to me to watch some of the very leaders who had smugly dismissed my candidacy for president because I had the audacity to speak out against the excesses of Wall Street and Washington as early as February 2007 now stand up and flop-sweat as they explained why they were about to support the government taking off the striped shirts of the referee and put on the jersey of a team to play the game for one team against another all in the name of "saving the markets."

By abandoning our bedrock conservative principles, and those of our founding fathers, they risked ruining our country to save the markets.

What gives me hope is my belief that the party of Reagan will reunite behind the consistent conservative policies that have made our country great - policies that empower individuals, families, and entrepreneurs, not government, to shape our own destinies. If we do that, we will not fail.

We don't need so much to redefine conservatism. Just practice the real thing.

The Tennessee State Legislature reconvened on Monday, February 9, 2009, to begin the 2009 regular session. There are a number of important issues facing our state in the coming months.

STATE BUDGET SHORTFALL
According to the most recent figures provided by the Tennessee Department of Revenue, January revenues were down $114 million, with Sales tax revenues, including those from Christmas, down $68 million. Because 62 percent of Tennessee's overall revenues come from the sales tax, this accounts for a large part of the budget hole. The total tax collection is $522 million below the budgeted estimate for the fiscal year, and Tennessee could very well be on path to having over a one billion dollar loss in year over year revenues. The next largest source of revenue, franchise and excise taxes, were down about 24 percent and are proving to be more volatile than ever before.

The recently passed Federal stimulus bill is anticipated to help our state through this budget crisis, but significant reductions in state government spending are still going to be required. I will be working diligently in the coming months to make sure that any negative impacts on our community and our State as a result of these reductions are kept to a minimum.

PENDING LEGISLATION
Almost two thousand bills have been filed for consideration so far this year. Most of these bills propose the creation of new laws or the modification or elimination of existing laws. A copy of each bill is filed in both the State House and the State Senate. Each bill is first assigned to a committee of legislators that reviews bills dealing with certain subject matter. The committee reviews each bill assigned to it and votes on whether or not the bill should become law. Bills often have to be approved by two or more different committees because they can affect different areas of the law. If a bill is approved by all of the necessary committees, it is presented to the entire House and the entire Senate. If it gets a majority vote in both the House and the Senate, it is then sent to the Governor for his approval. If the Governor approves the bill (or if the governor rejects the bill and the legislature then votes to override his rejection), it finally becomes law.

I will be serving on the Judiciary Committee, the Health and Human Resources Committee, the Civil Practice Subcommittee, and the Public Health Subcommittee for the next two years. As you know, I have announced that I will be making the results of my deliberations on the Williams matter public today.

It is my first duty as Chairman to keep you informed of the activities of the TRP and wanted you to know the result I will announce before it is made public.

I have reviewed documentation presented by members of the Legislature, members of this Committee and Mr. Williams’ comments, both public and private, in the course of coming to this decision. It has been my intention to move deliberately to gain an idea of the course Mr. Williams intends to take. With you, I have watched his actions.

We have watched during the last 28 days to see if Kent Williams would assign the 13 Committee Chairmanships to the Republican Majority. He did not.

We watched to see how Rep. Williams would assign office space and staff to the Republican Majority. He has crammed 49 of his colleagues in 46 offices.

We have watched Rep. Williams maintain the same wage practices with Democrat staff earning more than the Republican staff, even as democrat staffers are assigned to fewer representatives.

We have learned that Mr. Williams has met with Governor Bredesen as the “Republican Representative” on the critical issue of the budget. Mr. Williams has withheld all of this information from the Republican Caucus encumbering their policy statements and decisions.

We have been repeatedly informed that Rep. Williams refuses to caucus with the Republicans.

We requested that members of the Caucus provide the TRP with specific examples of assistance that Rep. Williams has given to our candidates, caucus or party. None could.

So it is with regret that I inform you of my decision to remove Kent Williams’ status as a bona fide Republican. In the end, I must do what I believe to be right in this matter and not just what might be the politically or strategically expedient response. The principles we value must be placed above mere political calculation.

With this decision, we send a message that Tennessee Republicans expect better. Our party is not the tool to achieve personal power. The grassroots members who work so hard will not have their dedication sold to the highest bidder. Ours will be the Party of principle standing on integrity and honor.

It is now time to move forward. My staff and I are already out recruiting candidates, raising money and preparing for 2010. Next year we will elect a Republican governor and strengthen our majority in the legislature. I am honored to have you along on our journey.

As of this morning, we have a new President. I had hoped that the 44th President would be a guy named Huckabee, but that didn’t happen. I don’t lament the results of the election, I celebrate the process of our great Republic that gives us the privilege and responsibility of voting and choosing our leaders.

I have stated repeatedly that I will pray for the new President in the same way that I would have desired for my fellow citizens to pray for me had I been successful.

I know that some, even on this blog (HuckPac), have been hesitant to commit to pray for and support the new President. I believe that it is my Christian duty to respect the office, to honor the process that led to the selection of the President, and to seek to put my country and its best interest above that of my party or even myself. I might find myself in disagreement in some of the policies that President Obama puts forth, but I will express my disagreement in the spirit of respect and civility that I wish had met President Bush when his critics disagreed with him.

Today, I am above all an American. A proud one. Proud that we have transitioned power without soldiers, bayonets, or bloodshed. I celebrate America. Now, the task is to stand more firm than ever in the conviction that life is precious and is the basis of liberty. I will work to elect good men and women to help shape this nation. Yesterday we had the opportunity to go to Nashville for the swearing-in of our new State Representative, Vance Dennis. Since the Republicans have the majority in the House for the first time in years, we were also looking forward to seeing a Republican elected as Speaker of the House. All 50 Republican House members had pledged to vote for Rep. Jason Mumpower as Speaker, but Rep. Kent Williams broke his word and, along with the 49 Democrats, voted for himself. What was expected to have been a wonderful day for Tennessee Republicans turned out to be just the opposite.

Vance and Ashley Dennis chartered this bus for their supporters to ride to the State Capitol. The bus left Savannah at 6 a.m.

Kent Williams not only pledged to vote for the Republican nominees for Speaker and Speaker pro tem, he also promised several times, to several different people, that he would vote for Mumpower. He even caucused with Republicans up until the moment he betrayed them. His deceit and trickery were what angered everyone the most.

Here is Rep. Williams' response when asked why he violated his pledge - "No comment."

Ed Bryant Appointed Federal Magistrate Judge

Republican Ed Bryant, a former congressman and federal prosecutor, has been appointed as a federal magistrate in Jackson. Bryant replaces District Judge S. Thomas Anderson after he was appointed to the federal bench by President George W. Bush earlier this year. Magistrates are appointed to their eight-year terms by federal judges in the district. They handle pretrial matters and can be assigned to preside over civil and misdemeanor criminal trials.

Bryant prosecuted then-U.S. Rep. Harold Ford Sr. on bank fraud charges in 1993, though Ford was acquitted of all charges. As a congressman, Bryant was one of the top House managers during President Bill Clinton’s 1998 impeachment trial.

When we moved to Tennessee in 1997, Ed Bryant was the Congressman from our district. We began attending town meetings and became acquainted with him and his wife, Cindy. Congressman Bryant was very faithful to come and meet with the people of his district. He was always willing to listen to the concerns, and answer the questions, of his constituents. Our association with this honest politician and man of integrity had a positive affect on our family. The Bryant campaign was the first one that we were really involved in. Our family is very grateful to Mr. Bryant for the stand he took on issues that were important to us! Congratulations, Mr. Bryant!

We went to the courthouse after the polls closed to hear the McNairy County election results. John Smith and David carry in ballot boxes from the McNairy and Bethel Springs precincts.Number crunching in the basement with McNairy County GOP Chairman, Charles Lee, and Mrs. Tennyson.About this time the numbers for State Senate and State Representative were starting to look really good! Vance Dennis was not expected to carry any of the precincts in McNairy County, since it is his opponent's home county, but he won the majority of them!!!

After all the McNairy results were in Charles Lee and Carol Ann joined us at our grandparents' house to celebrate the state victories and watch the rest of the election returns.GOP cookies!Our county did not cooperate with the rest of the country last night! John McCain won with 68% of the vote and Lamar Alexander won our county with 69%. McNairy County also carried Vance Dennis and Dolores Gresham to big wins in their districts.

Tennessee also stayed very red statewide - handing John McCain, Lamar Alexander, Marsha Blackburn, and other Republican candidates big wins and gaining the majority in both State Houses!!!!

Tennessee Turns a Deeper Shade of Red

NASHVILLE – Tennessee turned a deeper shade of red Tuesday as Republican victories in state legislative races increased the party’s majority in the state Senate and gave Republicans a majority in the state House for the first time since 1968.

For the first time since Reconstruction, Republicans hold a majority in both houses of the Tennessee General Assembly.

“The election of a Republican majority in the General Assembly is historic in its own right, and even more so given the strong Democratic tide across much of the country,” said Robin Smith, Chairman of the Tennessee Republican Party. “Our victories send a national message that Republican values still resonate with mainstream America. The power of a consistent conservative Republican message - low taxes, small government and respect for life - once again demonstrated its power to attract a majority.”

Republicans held a majority in the state House for two years after the 1968 election, but had not held a majority in the state Senate since Reconstruction until the 2006 election.

“We are indebted to our great volunteers across Tennessee and to the people of Tennessee for this historic achievement,” Smith said.

The Jackson Sun endorses Vance Dennis for House District 71. Dennis brings a lot to the table, but the one thing that sets him apart is his desire to represent the people of his district. He first ran for the seat against retiring incumbent Randy Rinks in 2006.
Dennis is a realist and understands the top issues facing his district are jobs and the economy. He understands, given the current state of the state's economy, some belt tightening might be in order. He favors a flat cut across the board for everything but education.
Dennis also is a realist when it comes to economic development for his district. He understands the need for completing road projects. He also understands the need for different counties in his district to work together to attract businesses that will benefit everyone.

Dennis is an attorney with a degree in agriculture business. That combination gives him an understanding of the agriculture that is the backbone of his district. It also gives him the ability to effectively frame an argument and the ability to compromise. Already, he has promised to reach across the aisle, as long as the other side is willing to compromise.
One issue that we particularly like Dennis on, the issue of open records and open government. Dennis favors open government and open records, and says both should be as transparent as possible. He's even in favor of expanding the law.
Dennis brings a refreshing sense of openness to state government. He's got the education, the understanding and the desire which could make him a first-class representative for the people of District 71.

Former Arkansas Governor and 2008 Presidential Candidate Mike Huckabee this week announced his endorsement of Vance Dennis for State Representative. Despite the economic uncertainty, the same old politicians in Nashville are talking about raising your taxes. Despite the high gas prices, some want to hike the gas tax. The state comptroller wants a statewide property tax. Others are just looking for any opportunity to sneak a state income tax through the legislature. Enough is enough. Vance Dennis realizes that the state has a spending problem, not a revenue problem. Just like families manage their budgets, Vance believes the state should live within its means and prioritize spending. He knows that every dollar state government spends is a dollar out of your pocket. Vance will oppose an increase in the gas tax, will vote against a statewide property tax, and will fight a state income tax. Vance will just say "NO!"

Growing up in the farm fields of West Tennessee, Vance Dennis went to school here, married here, works here, and is raising his family here. The Fleecing of the American Taxpayer

Frankly, I’m disappointed and disgusted with my own Republican party as I watch them attempt to strong-arm a bailout of some of America’s biggest corporations by asking the taxpayers to suck up the staggering results of the hubris, greed, and arrogance of those who sought to make a quick buck by throwing the dice. They lost, but want the rest of us to cover their bets so they won’t be effected in their lavish lifestyles as they figure out how to spend their tens of millions and in some cases, hundreds of millions in bonuses and compensation which was their reward for not only sinking their companies, but basically doing the same to the entire American economy.

It’s especially disconcerting to see the very people who pilloried me during the Presidential campaign for being a “populist” and not “understanding Wall Street” to now line up like thirsty dogs at the Washington, D. C. water dish, otherwise known as Congress, and plead for help. I thought these guys were the smartest people in America! I thought that taxpayers like you and I were similar to the people at the U. N. who have no translator speaking into their headset - that we just needed to trust those that I called the power bunch in the “Wall Street to Washington axis of power.”

The idea of a government bailout in which we’d entrust $700 billion to one man without Congressional oversight or accountability is absurd. My party or not, that is insanity and I believe unconstitutional.

Will there be far-reaching consequences without some intervention? Probably, but we honestly don’t know since we’ve really never seen this level of greed and stupidity all rolled into one massive move. But may I suggest that letting “Uncle Sugar” step in and bail out the billionaires who made the mess will be far worse and will start a long line of companies and individuals who will demand the same of the government---which last time I checked means that they will be demanding it out of YOU and ME. This is not money that Congress is risking from THEIR pockets or future, but ours. Many, if not most of us have already experienced lost value on our homes, retirement accounts, and pensions. Now they’d like for us to assume some further risks so they won’t have to.

What happened to the “free market” idea? Is that only our view when we WIN -- and when we LOSE, we ask the government to come in and take away the pain? If you are a small business owner, is this the way it works at your place? When you have a bad month, a bad year, or face having to close, can you go up to Congress and get them to write YOU a fat check to take away your risk?

Some of what contributed to this disaster is too much government in the form of Sarbanes/Oxley. Some is due to the tax structure that created the hunger for companies to “game” the system. Some is the common sense that was ignored like loaning money to people who can’t pay it back.

Wall Street has become Las Vegas east, but at least in Vegas, people KNOW they are gambling and they don’t expect the government to cover their losses at the tables. In Wall Street, they do. And the American taxpayer burdens the responsibility.

If Congress wants to do something, here are some suggestions:

1. Eliminate ALL capital gains taxes and taxes on savings and dividends right now. Free up the capital and encourage investment. This is the kind of economic stimulus the Fair Tax would bring and if Congress is going to lose money, let them lose it with lower taxes, not with public dollar bailouts of private market mistakes.

2. Repeal Sarbanes/Oxley. It has failed. It was supposed to prevent this. It didn’t. Kill it.

3. Demand that the executives who steered their ships into the ground be forced to pay back the losses of their companies. Of course, they can’t, so let them work and give back to the government and they can live like the people they put on the streets or kept there. It makes no sense to put them in jail—that’s just more they will cost you and me. I’d rather them go out and earn money—just not get to keep so much of it this time. I’m not talking about limiting CEO salaries---just those of the people who now are up in Washington begging for help because they ruined their companies.

Attempts by Democrats and Republicans to blame each other is nonsense. They are both guilty and ought to own up and admit it. They all lived off big campaign contributions and the swill of the lobbyists who strong armed them into permission to steal. Enough of blame. Fix it!
This would be a start. If we don’t hold these guys responsible, we are all finished.

Below are the remarks of former Arkansas governor Mike Huckabee as prepared for delivery at the Republican National Convention in St. Paul, Minn., Sept. 2, 2008:

As much as I appreciate the opportunity to speak tonight, I really was originally hoping for the slot on Thursday called the acceptance speech. But I am delighted to speak on behalf of my 2nd choice for the Republican nomination for President, John McCain -- a man with the character and stubborn kind of integrity that I want in a President.
I grew up at a time and in a place where the civil rights movement was fought. I witnessed first hand the shameful evil of racism. I saw how ignorance and prejudice caused people to do the unthinkable to people of color not so many years ago.
So, I say with sincerity that I have great respect for Senator Obama's historic achievement to become his party's nominee -- not because of his color, but with indifference to it. Party or politics aside, we celebrate this milestone because it elevates our country.
But the Presidency is not a symbolic job, and I don't believe his preparation or his plans will lift America up.
Obama was right when he said this election is not about him, it's about YOU. When gasoline costs $4 a gallon, it makes it tough if you're a single mom to get to your job each day in the used car you drive. You want something to change.
If you're a flight attendant or baggage handler and you're asked to take a pay cut to keep your job, you want something to change. If you're a young couple losing your house, your credit rating, and your American dream, you want something to change.
John McCain offers specific ideas to respond to this need for change. But there are some things we never want to change -- freedom, security, and the opportunity to prosper.
Barack Obama's excellent adventure to Europe took his campaign for change to hundreds of thousands of people who don't even vote or pay taxes here.
It's not what he took there that concerns me. It's what he brought back. Lots of ideas from Europe he'd like to see imported here. Centralized governments may care for you from cradle to grave, but they also control you. Most Americans don't want MORE government -- they want a lot less.
Abraham Lincoln reminded us that a government that can do everything FOR us can also take everything FROM us.
I really tire of hearing how the Democrats care about the working guy as if all Republicans grew up with silk stockings and silver spoons.
In my little hometown of Hope, Arkansas, the 3 sacred heroes were Jesus, Elvis,
and FDR, not necessarily in that order.
My own father held down two jobs, barely affording the little rented house I grew up in. My Dad worked hard, lifted heavy things, and got his hands dirty. The only soap we had at my house was Lava.I was in college before I found out it wasn't supposed to hurt to take a shower.
I'm not a Republican because I grew up rich, but because I didn't want to spend the rest of my life poor, waiting for the government to rescue me.
John McCain doesn't want the kind of change that allows the government to reach deeper into your paycheck and pick your doctor, your child's school, or even the kind of car you drive or how much you inflate the tires.
He doesn't want to change the very definition of marriage from what it has always meant throughout recorded human history. It is not above John McCain's pay grade to grasp the simple fact that human life begins at conception, and he is committed to protecting it.
Maybe the most dangerous threat of an Obama presidency is that he would continue to give madmen the benefit of the doubt. If he's wrong just once, we will pay a heavy price.
John McCain will follow the fanatics to their caves in Pakistan or to the gates of hell. What Obama wants to do is give them a place setting at the table.
John McCain is by far the most prepared, experienced, and tested Presidential candidate. Thoroughly tested.
When John McCain received his country's call to service, he didn't hesitate, and he didn't choose the easy path. He sat alone in the cockpit, taking off from an aircraft carrier to fly in unfriendly skies, knowing he might not make it back.
And one day, he didn't make it back. He was shot down and captured. He was brutally tortured. He could have eased his own pain and even cut short his imprisonment by uttering a few simple words renouncing his country. But he loved his country and knew that to return with honor later was better than to return without it now.
Most of us can lift our arms high in the air to signify that we want something. His arms can't even lift to shoulder level, a constant reminder that his life is marked not by what he wants to receive, but by what he's already given.
Allow me to tell you about someone who understands this type of sacrifice better than anyone.
On the first day of school in 2005, Martha Cothren, a teacher at Joe T. Robinson High School in Little Rock, was determined that her students would not take their education or their privilege as Americans for granted. With the principal's permission, she removed all the desks from her classroom. The students entered the empty room and asked, "Mrs. Cothren, where are our desks?" "You get a desk when you tell me how you earn it," she replied.
"Making good grades?" asked one student.
"I guess we have to behave," offered another.
"You WILL behave in my class," Mrs. Cothren retorted, "but that won't get you a desk either."
No one in first period guessed right. Same for second period. By lunch, the buzz was all over campus... Mrs. Cothren had flipped out ....wouldn't let her students have a desk. Kids had used their cell phones and called their parents.
By early afternoon, all 4 of the local network TV affiliates had camera crews at the school to report on the teacher who wouldn't let her students have a desk unless they could tell her how they earned it. By the final period, no one had guessed correctly.
As the students filed in, Martha Cothren said, "Well, I didn't think you would figure it out, so I'll have to tell you."
Martha opened the door of her classroom. In walked 27 veterans, some wearing uniforms from years gone by, but each one carrying a school desk.
As they carefully and quietly arranged the desks in neat rows, Martha said, "You don't have to earn your desks...these guys already did. They went halfway around the world, giving up their education and interrupting their careers and families so you could have the freedom you have. No one charged you for your desk. But it wasn't really free. These guys bought it for you. And I hope you never forget it. "
I wish we all would remember that being American is not just about the freedom we have. It's about those who gave it to us.
Ladies and Gentlemen, John McCain is one of those people who helped buy the freedom that we enjoy and the school desks we had. It's my honor to do what I can to help him have a desk that he has earned - one in the Oval Office.

Vance Dennis Wins Republican Nomination for State Representative!

Our candidate for State Representative, Vance Dennis, won the Republican primary with 2,922 votes (53%) to his opponent's 2,591 votes (47%)! (Numbers are unofficial at this time.) Vance Dennis will face Stan Wheeler (D) in the November election.
